David A. Moss

David A. Moss, was hired as the Director of Government Affairs for the Kentucky Coal Association in June 2006 and was recently promoted to the Vice President position in October of 2009.

He holds a Bachelor of Science degree in Political Science from the University of Kentucky. He has also taken a Senior Executive Management Class at the Harvard Business School.

Moss, most recently served in the Fletcher Administration in the Governor’s Office as a Special Projects Coordinator and then as Special Assistant to Justice and Public Safety Cabinet Secretary Lt. Gov. Stephen B. Pence.

Among his other duties while in State Government, Moss served as the legal proxy for the Lieutenant Governor on several Board of Directors: Kentucky Housing Corporation, Kentucky Turnpike Authority, as well as The State Property and Building Commission.


Aside from Moss’s tenure in Frankfort, he has extensive experience in Public Policy and the inner workings of government. He previously worked for the Council of State Governments in their Capitol Hill office in D.C. as well as in their national headquarters located in Lexington, Kentucky.

He is a native of Texas, but has lived in the central Bluegrass Kentucky for much of his life. David clarifies that “he bleeds blue”.
